Dr. Felicia Wilson Young – USAID Foreign Service Officer Deputy Director of Programs Human Capitol Talent Management Staff Care Center. She leads USAID in striving to create a twenty-first century work environment where its total workforce feels valued, and where employee resilience, wellness and work-life balance are integral parts of the USAID culture. Before joining USAID, Felicia was a UNESCO Fellow at the International Institute for Educational Planning in Paris, France, and spent a year in South Africa as a Fulbright Scholar. She has a BA in Special Education/Music Education from Trinity College, an MA in Vocal Music Performance (Opera,) and minor in Educational Theatre/Music Business from New York University, an EdS degree in Special Education Leadership and Administration from George Washington University, and a PhD in Education Policy, International Comparative Education, and Education Leadership from Penn State University.
